Official Development Assistance (ODA) and other public and private flows from the Federal Republic of Germany to developing countries in 2010 amounted to EUR 23.6 billion in net terms, i.e. after deduction of amounts received (mainly repayment of loans). In 2009, the figure was EUR 18.7 billion.
In May 2005, the EU -Council of Ministers adopted a timetable to raise ODA. Within this timetable, Germany has pledged to increase the ratio of ODA to gross national income (GNI) to 0.51% by 2010 and to 0.7% by 2015. In 2010 the ODA/GNI ratio was 0.39%, following 0.38% in 2008 and 0.35% in 2009. In absolute terms, ODA amounted to EUR 9.8 billion (previous year: EUR 8.7 billion), with bilateral development asisstance accounting for EUR 6.1 billion and multilateral development assistance for EUR 3.7 billion.
