March 2009: Fewer persons in employment than a year earlier for the first time since February 2006


WIESBADEN – The number of persons in employment in Germanyin March 2009 was smaller than in the same month a year earlier for the first time in a long time. As shown by provisional results of the Federal Statistical Office (Destatis), the number of persons in employment living in Germanyamounted to 39.89 million in that month. That was a decrease by 46,000 persons (–0.1%) on a year earlier. The last time the number of persons in employment decreased from the same month a year earlier was in February 2006.

Generally, the number of persons in employment increases in March due to the usual recovery in spring. In the past three years, employment was up by an average 138,000 persons from the relevant previous month. This March, the increase was considerably smaller. Compared with February 2009, the number of persons in employment was up by 53,000 (+0.1%) in March. The extension of short-time work probably moderated the negative influence of the current economic situation on the employment trend.

When seasonally adjusted, that is when eliminating the typical seasonal variations, the number of persons in employment in Germanywas 40.18 million in March 2009. That was a seasonally adjusted decrease by 27,000 persons (–0.1%) on February.

Beyond the first calculation of the number of persons in employment for reference month March 2009, the monthly results on employment published previously were recalculated for January and February 2009. All sources of employment statistics having become available in the meantime were evaluated for the purpose. The recalculation has resulted in year-on-year rates of change that are higher by a maximum of 0.1 percentage points than the previous results at the level of the overall economy.

Based on the labour force survey, Destatis determines unemployment figures according to the concept of the International Labour Organization (ILO). According to provisional estimates, the number of unemployed amounted to a seasonally adjusted 3.28 million in March 2009. Compared with March 2008, unemployment was up by a seasonally adjusted 70,000 persons or 2.2%. Compared with February 2009, the seasonally adjusted number of unemployed rose by 2.3%. The seasonally adjusted unemployment rate – which is harmonised across the EU and measured as the share of unemployed in the total labour force – amounted to 7.6% in Germany and was thus above the level of the corresponding month of the previous year for the first time since November 2005. In March 2008, the unemployment rate was 7.4%.
