As reported by the Federal Statistical Office (Destatis), in the fourth quarter of 2007 employers in the industry and in the entire service sector paid a calendar-adjusted 1.1% more for one hour worked than in the same quarter a year earlier. The two main components of labour costs showed different trends: While the costs of gross wages and salaries were up 1.5%, non-wage costs were down 0.4%. Compared with the previous quarter, the costs of one hour worked increased a seasonally and calendar-adjusted 0.4%.

While in 2006, the majority of negotiated increases amounted to 2% or less, the results of many negotiations were higher than 3% in the first half of 2007. Hence the increase in many negotiated earnings was again higher than the rise in consumer prices. The latter were up 1.8% in June 2007 on the same month a year earlier.

According to the Federal Statistical Office average gross hourly earnings of part-time employees in the industry and in the service sector amounted to EUR 13.86 in the first quarter of 2007, which was markedly less than that of full-time employees (EUR 18.51). The marked difference is mainly due to two causes: First, part-time employees have less often well-paid management or skilled jobs than full-time employees. Second, part-time employees mainly work in the service branches, where earnings are relatively low.

In 2006 the agreed monthly earnings of employees rose 1.6% in Germany and 2.8% in France compared with the preceding year. As reported by the Federal Statistical Office, the increase of collectively agreed earnings in Germany thus in three successive years was smaller than in France. Over this period the consumer prices rose 1.7% in Germany and 1.6% in France.
