The number of persons in employment in construction operations fell sharply from 1998 to 2008, which was in contrast to the employment growth recorded for the overall economy: It was down by more than one fifth over that period. Women continue to be extremely underrepresented in construction occupations. That is a decline by 211,000 persons or 0.5% against December 2008. Hence the year-on-year decrease in the number of persons in employment slowed down. The year-on-year decline observed in October 2009 (–281,000 persons or –0.7%) has so far been the largest in the context of the current economic weakness. However, it would be premature to consider the development in December 2009 as a trend reversal on the German labour market.

As reported by the Federal Statistical Office (Destatis) in Wiesbaden, over the last twelve years no trend towards using other means of transport has been observed among persons in employment despite relevant appeals and increasing fuel prices. According to the results of a survey conducted on commuting patterns as part of the microcensus, since 1996 especially public short-distance passenger transport has not gained in acceptance among those commuting to their place of work – instead, it has become less attractive (1996: 11.5%; 2008: 10.8%).
