As reported by the Federal Statistical Office on the occasion of the World Savings Day on 30 October, households in Germany saved more money in the first six months of the year. Compared with one year earlier, the savings ratio rose by 0.5 percentage points to a current seasonally adjusted 11.3% of the disposable income. Per inhabitant an average EUR 180 was put aside every month, which is about EUR 10 more than in the past year. The total amount saved in the first half of 2008 amounted to nearly EUR 89 billion. Only in the months to come will it be possible to assess the impact which the present turmoil in the financial markets and the increasing economic uncertainties will have on the savings behaviour.

This is due to the implementation of a Eurostat decision stating that the actions taken by the Kreditanstalt für Wiederaufbau (Development Loan Corporation) in 2007 in the context of the risk protection for the Deutsche Industriebank AG must be recorded in the general government accounts.

According to provisional data of the Federal Statistical Office (Destatis), net lending of general government amounted to EUR 6.7 billion in the first six months of 2008. Thus the surplus of EUR 4.2 billion achieved in the first half of 2007 could even be surpassed. As in the year before, net lending/net borrowing was characterised by a continued positive trend of revenue in the first six months of 2008. However, with 3.0% the increase of revenue was only about half as high. With a plus of 2.5%, expenditure showed a noticeable development in the first half of 2008 after four years of very moderate increases.

The German industry (manufacturing) has succeeded in largely maintaining its share in the gross domestic product of Germanyas a whole over the past 15 years. As reported by the Federal Statistical Office (Destatis) on the occasion of the Hanovertrade fair taking place from 21 to 25 April 2008, the gross value added of that sector amounted to about EUR 508 billion at current prices in 2007, which was a share of 23.4% in the total of all economic sectors in Germany(1993: 23.6%). In 2007, about 7.5 million persons in employment worked in manufacturing, and the compensation of employees was some EUR 331 billion.

This shows that the fluctuations in car purchases have a considerable impact on the trend of consumption expenditure of households.

As reported by the Federal Statistical Office (Destatis) before the CeBIT trade fair, the gross value added created through the production of goods and services of information and communication technology (ICT) in Germany in 2007 amounted to some EUR 92 billion. While the share of ICT in the value added of the overall economy had still been nearly 4.3% in 2000, it amounted to somewhat more than 4.2% in 2007. This is due to a decline in the value added of ICT goods, which could not be completely offset by the increased share of ICT services. The data are based on computations of national accounting.

The overall amount saved totalled EUR 84 billion. When seasonally adjusted, the savings ratio – amount saved in relation to the disposable income – rose by 0.4 percentage points from the first six months of 2006 to 10.9% in the first six months of 2007. This means that the level of the mid-1990s has been reached again.

The more favourable trend in productivity per person-in-employment hour reflects a 7.5% reduction in the average number of hours worked by persons in employment.

The expanding German foreign trade provided a major impetus to employment in the period from 1995 to 2006: 8.9 million persons in employment whose place of employment is in Germanydepended on exports in 2006. That was nearly 23% of all persons in employment. In 1995 just about 15% of the persons in employment worked for exports.
Today, about half of the persons in employment depending on exports produce goods, while the other half produce services, that is mainly transport, wholesale and other business services for the export business. Employment in the service branches strongly benefits from exports of goods, said the President of the Federal Statistical Office, Walter Radermacher, at a press conference held jointly with the Institute of Economic Structures Research (GWS) in Berlin.

In the same period of the previous year, the deficit resulting from the balance of government revenue and expenditure amounted to EUR 23.0 billion. With the exception of the second half of 2000 when high income was earned from auctioning UMTS licences, budget deficits had continuously been recorded since German unification. In the first half of 2007, the trend of net lending/net borrowing of general government was above all due to the development of revenue which increased 5.6% compared to the same period a year earlier. The fact, however, that expenditure was moderate (+0.7%) during the reference period contributed to the result, too.

In real terms, that is after deduction of consumer price rises, the income households had at their disposal on average in 2005 was 2% less than in 1991. As reported by the Federal Statistical Office at the beginning of the “Systems 2006” trade fair in Munich (23 to 27 October), the relevant figure was only some EUR 226 billion in 2000. As reported by the Federal Statistical Office, the capital stock of a workplace in the former territory of the Federal Republic of Germany amounted, in nominal terms, to a net value of EUR 36,000 per person in employment in 1970 while, in 2005, it totalled EUR 177,000 per person in employment in Germany. In real terms, capital intensity (ratio between the production factors of capital and labour), which takes into account the new or gross value of fixed assets, doubled to EUR 288,000 per person in employment in Germany in 2005 compared to 1970 when it amounted to EUR 143,000 per person in employment in the former territory of the Federal Republic.

Economic growth in Germany has more and more slowed down over the last three and a half decades. As reported by the Federal Statistical Office, the gross domestic product for the former territory of the Federal Republic rose an average 2.9% per year in the period from 1970 to 1980, and an average 2.6% per year in the period from 1980 to 1991. Since German reunification, the average growth of the German economy has been markedly smaller, that is only 1.3% per year over the last ten years.
