WIESBADEN – The reference value for hospital costs for the second half of 2018 and the first half of 2019 is 2.99% as compared with the same period one year earlier (second half of 2017/first half of 2018). The sub-reference value for staff costs is 3.79%, and the sub-reference value for material costs 1,68% The Federal Statistical Office (Destatis) publishes the reference value for hospitals on an annual basis in accordance with the provisions of the Hospital Fees Act. It is an important parameter for the statutory health insurance institutions and hospitals (partners in the German self-governing healthcare system). The reference value indicates the average annual percentage change of hospital costs which is due only to changed prices or earnings. It is thus a major basis for budget negotiations regarding in-patient care.
