WIESBADEN – In accordance with the provisions of the Hospital Fees Act, the Federal Statistical Office (Destatis) publishes the reference value for hospitals, as it is called. It is an important parameter for the partners in the German self-governing healthcare system (statutory health insurance institutions and hospitals). The reference value indicates the average annual percentage change of hospital costs which is due only to changed prices or earnings. It is thus a major basis for budget negotiations regarding in-patient care. For the 2nd half of 2019 and the 1st half of 2020, the reference value is 2.60% as compared with the same period a year earlier (2nd half of 2018/1st half of 2019). The sub-reference value for staff costs is 3.40%, that for material costs is 1.30%.
As in previous years, the sub-reference value for staff costs takes into account changes in the earnings of the hospitals' nursing staff.
