WIESBADEN – The municipalities and associations of municipalities (excluding city states) showed a financial deficit of 5.7 billion euros in the first half of 2021. In the first six months of 2020 the deficit totalled just under 9.6 billion euros, in the first half of 2019, before the coronavirus pandemic began, it amounted to 0.3 billion euros. The Federal Statistical Office (Destatis) reports this on the basis of quarterly cash statistics. The special financial grants under the municipal solidarity pact 2020, which the Federation and the Länder paid to the municipalities to offset the revenue shortfalls during the Covid-19 crisis, were paid out in the second half of 2020 and therefore have no influence on the current results.
