Inflation rate rises again, particularly due to above-average increase in service prices

WIESBADEN − The inflation rate in Germany, measured as the year-on-year change in the consumer price index (CPI), stood at +2.4% in September 2025. In August 2025, the inflation rate stood at +2.2%, after +2.0% in both July and June 2025. "Following a period of decreasing inflation since the start of the year, an increase in the rate of inflation was registered for the second consecutive month," says Ruth Brand, President of the Federal Statistical Office (Destatis). "The prices of services continued to increase at an above-average rate. In addition, the decline in energy prices continued to slow significantly and contributed less to easing inflation than it did in the recent past." Compared with August 2025, consumer prices rose by 0.2% in September 2025.

Energy product prices down 0.7% compared with September 2024

The prices of energy products were 0.7% lower in September 2025 than in the same month a year earlier. The decline in energy prices therefore slowed for the fifth consecutive month and was markedly lower than in August 2025 (-2.4% compared with August 2024). In September 2025, motor fuel prices were up year on year (+1.1%) for the first time since May 2024. The prices of household energy declined (-1.9%) over the same period, with consumers particularly benefiting from lower prices for district heating (-2.2%), firewood, wood pellets and other solid fuels (-1.8%) and electricity
(-1.6%). By contrast, natural gas was slightly more expensive (+0.7%) than a year earlier, and the price of heating oil was also up (+0.1%) for the first time since July 2024.

2.1% increase in food prices year on year

In September 2025, food prices were up 2.1% on the same month of the previous year. The rate of increase was therefore lower than overall inflation again for the first time since January 2025. In August 2025, the rise in food prices stood at +2.5%. In particular, the price of sugar, jam, honey and other confectionery (+6.5%) and the price of fruit (+5.1%) rose in the period from September 2024 to September 2025. Marked price increases were also registered for dairy products and eggs (+3.6%) and for meat and meat products (+3.2%). By contrast, the prices of edible fats and oils (-3.2%) and vegetables (-2.1%) were down year on year. Pronounced price increases were recorded for some food products (such as chocolate: +21.2%), while a noticeable decline in prices was registered for others (e.g. olive oil: -22.6%).

Inflation rate excluding food and energy at +2.8%

In September 2025, the inflation rate excluding energy stood at +2.7%, a slight increase on the previous months, when it stood at +2.6% in each of the months in the period from June to August 2025. The inflation rate excluding food and energy, often referred to as core inflation, also increased slightly to +2.8% in September 2025 (June to August 2025: +2.7% in all three months). Both rates demonstrate that inflation remained above average in other important product groups.

Service prices registered above-average increase of 3.4% year on year

The prices of services (total) in September 2025 were 3.4% higher than in the same month a year earlier, after +3.1% in August and July 2025. In the period from September 2024 to September 2025, price increases were recorded particularly in the area of combined passenger transport services (+11.2%) and services of social facilities (+8.2%). Substantial price rises were also observed for in-patient health services (+6.5%), insurance (+6.5%), the maintenance and repair of vehicles (+5.4%), and water supply and miscellaneous services relating to the dwelling (+3.8%), for instance. Net rents exclusive of heating expenses (+2.0%) continued to be a significant factor contributing to the overall development of prices in September 2025. By contrast, only a few services cost less than in the same month a year earlier, for example international flights (-5.9%).

Goods prices up 1.4% on September 2024

The prices of goods (total) increased by 1.4% from September 2024 to September 2025 (August 2025: +1.3%). The prices of non-durable consumer goods were up 1.8% and those of durable consumer goods increased by 1.1%. Aside from the increase in the prices of food (+2.1%), other individual products were markedly more expensive, particularly non-alcoholic beverages (+8.2%, including coffee, tea and cocoa: +17.8%) and second-hand passenger cars (+5.6%). A moderate price increase was recorded for most goods, such as in the case of furniture and lighting equipment (+1.3%) and clothing (+1.1%). On the other hand, price decreases were recorded not only for energy (-0.7%) but also for consumer electronics (-2.7%) and information processing equipment (-1.2%), for example.

Prices (total) up 0.2% month on month

Compared with August 2025, the consumer price index rose by 0.2% in September 2025. The prices of services and food remained virtually unchanged (both +0.1%) compared with the previous month. Goods prices increased by 0.4% month on month, and higher prices were observed in particular for clothing (+5.3%). By contrast, the prices of energy (total) fell slightly by 0.1% from the previous month, and motor fuels, in particular, were less expensive (-0.4%).

Methodological notes:

In the Euro area, the harmonised index of consumer prices (HICP) is used for the purposes of monetary policy. Apart from the individual purposes they serve, the consumer price index (CPI) and the HICP differ in terms of coverage, methodology and weighting. This explains differences between the CPI and the HICP for Germany. In contrast to the HICP, the CPI also includes household expenditure on owner-occupied housing, games of chance and broadcasting fees. In addition, the HICP product weights are updated annually.
