WIESBADEN − The inflation rate in Germany, measured as the year-on-year change in the consumer price index (CPI), stood at +2.3% in October 2025. The inflation rate was +2.4% in September 2025 and +2.2% in August. "Following two consecutive increases, the inflation rate fell slightly again in October," says Ruth Brand, President of the Federal Statistical Office (Destatis). "The prices of services continued to increase at an above-average rate and drove up inflation." Compared with September 2025, consumer prices rose by 0.3% in October 2025.

Energy product prices fell by 0.9% compared with October 2024

The prices of energy products were 0.9% lower in October 2025 than in the same month a year earlier. The decline in energy prices therefore accelerated slightly again (-0.7% on September 2024). The prices of household energy fell by 1.7% in the period from October 2024 to October 2025. In particular, consumers benefitted from lower prices for heating oil (-6.0%). Electricity (-1.4%) and district heating (-1.0%) were slightly less expensive than a year earlier. As regards household energy, higher prices were however recorded for natural gas (+0.9%) and firewood, wood pellets and other solid fuels (+2.5%). Motor fuel prices rose by 0.4% year on year.

Below-average increase of 1.3% in food prices compared with a year earlier

Food prices were 1.3% higher in October 2025 than in the same month a year earlier. The rise in food prices therefore slowed significantly in October 2025 (September 2025 on September 2024: +2,1%). An even lower rate of price increase for food was last observed in January 2025 (+0.8%). In October 2025, lower prices were recorded in particular for edible fats and oils (-12.6%, including olive oil: -22.7%; butter: -16.0%) compared with October 2024. Vegetables (-4.0%; including potatoes: -12.6%) also cost less than in the same month a year earlier. By contrast, consumers had to pay markedly more for other food groups compared with a year earlier, in particular for sugar, jam, honey and other confectionery (+8.2%, including chocolate: +21.8%). Marked price increases were also registered for meat and meat products (+4.3%) and fruit (+3.1%).

Inflation rate excluding food and energy at +2.8%

In October 2025, the inflation rate excluding energy stood at +2.5%, after +2.7% in September 2025. The inflation rate excluding food and energy, often referred to as core inflation, remained at +2.8% in October 2025 (September 2025: +2.8%). Both rates demonstrate that inflation remained above average in other important product groups.

Service prices registered above-average increase of 3.5% year on year

The prices of services (total) in October 2025 were 3.5% higher than in the same month a year earlier, after +3.4% in September 2025. In the period from October 2024 to October 2025, price increases were recorded particularly in the area of combined passenger transport services (+11.4%) and services of social facilities (+8.0%). Compared with the previous year, substantial price rises were also observed for in-patient health services (+6.5%), the maintenance and repair of vehicles (+5.3%), package holidays (+5.1%) and water supply and miscellaneous services relating to the dwelling (+3.9%), for instance. Net rents exclusive of heating expenses (+2.0%) continued to be a significant factor contributing to the overall development of prices in October 2025. By contrast, only a few services cost less than in the same month a year earlier, for example telecommunications services (-0.7%).

Goods prices up 1.2% on October 2024

The prices of goods (total) were up 1.2% in October 2025 compared with October 2024 (September 2025: +1.4%). The prices of non-durable consumer goods were up 1.3% and those of durable consumer goods increased by 1.0%. Aside from the increase in the prices of food (+1.3%), other individual products were markedly more expensive, particularly non-alcoholic beverages (+7.2%, including coffee and the like: +21.3%) and second-hand passenger cars (+5.5%). A moderate price increase was recorded for most goods, such as in the case of clothing (+1.2%) and furniture and lighting equipment (+0.9%). On the other hand, price decreases were recorded not only for energy (-0.9%) but also for mobile phones (-4.0%) and consumer electronics (-3.2%), for example.

Prices (total) up 0.3% month on month

Compared with September 2025, the consumer price index increased by 0.3% in October 2025. Sharp month-on-month price increases were registered for air tickets (+19.4%) in October 2025. The prices of energy (total) rose slightly by 0.2% over the same period, with motor fuel, in particular, becoming more expensive (+0.5%), while the price of heating oil fell (-0.8%). Prices of food (total) remained stable (+0.0%) compared with the previous month, with substantial price declines registered for butter (-10.0%) and apples (-6.5%), for example.

Methodological notes:

In the Euro area, the harmonised index of consumer prices (HICP) is used for the purposes of monetary policy. Apart from the individual purposes they serve, the consumer price index (CPI) and the HICP differ in terms of coverage, methodology and weighting. This explains differences between the CPI and the HICP for Germany. In contrast to the HICP, the CPI also includes household expenditure on owner-occupied housing, games of chance and broadcasting fees. In addition, the HICP product weights are updated annually. With the publication of the final results for reference month October 2025, data errors in Division 12 "Miscellaneous goods and services" were corrected retroactively for the period from January to September 2025. The errors concerned the product types "1262203100 Charge for tax consultant services", "1270200100 Fee for lawyer's or notary's services" and "1240203200 Residential care, statutorily insured persons" and their effects extended as far as the 2-digit level and affected three special groupings. The incorrect data have been corrected in the GENESIS-Online database and additional results have been released. No corrections were required for the consumer price index and harmonised index of consumer prices (total).

Detailed results can be found in the tables on the consumer price index (61111-0004) and (61111-0006) and on the harmonised index of consumer prices (61121-0002) and (61121-0006) in the GENESIS-Online database. Special items shown in Tables 61111-0006 and 61121-0006 contain CPI and HICP results which are used to measure "core inflation".
