WIESBADEN − The inflation rate in Germany, measured as the year-on-year change in the consumer price index (CPI), stood at +2.3% in November 2025. The inflation rate was also +2.3% in October 2025 and stood at +2.4% in September 2025. "As the end of year approaches, the development of consumer prices has stabilised for now", says Ruth Brand, President of the Federal Statistical Office (Destatis). She adds: "The increase in service prices continues to drive up inflation. On the other hand, the development of energy and food prices has had a downward effect on inflation in November also." Compared with October 2025, consumer prices were down 0.2% in November 2025.
Energy product prices down 0.1% compared with November 2024
The prices of energy products were 0.1% lower in November 2025 than in the same month a year earlier. Energy prices declined by 0.9% in October 2025. The prices of household energy fell by 1.2% in the period from November 2024 to November 2025, with consumers particularly benefitting from lower prices for electricity (-1.5%) and district heating (-0.7%). As regards household energy, higher prices were recorded, however, for heating oil (+2.4%) and natural gas (+0.5%), for example. Motor fuel prices rose by 1.6% compared with November 2024.
Below-average increase of 1.2% in food prices compared with a year earlier
Food prices were 1.2% higher in November 2025 than in the same month a year earlier. This means that food prices continued to increase at a below-average rate in November 2025 compared with the same month of the previous year (October 2025: +1.3% on October 2024). An even lower rate of price increase for food was last observed in January 2025 (+0.8%). In the period from November 2024 to November 2025, sugar, jam, honey and other confectionery (only in German) (+9.0%, including chocolate: +19.4%) continued to be significantly more expensive, as did meat and meat products (+4.2%, including beef and veal: +13.8%). By contrast, consumers had to pay less for other food groups compared with a year earlier, in particular for edible fats and oils (-14.8%, including butter -22.0%; olive oil: -17.4%). Fresh vegetables (-4.2%, including potatoes: -13.3%) also cost considerably less than in the same month a year earlier.
Inflation rate excluding food and energy at +2.7%
The inflation rate excluding energy remained at +2.5% in November 2025. The inflation rate excluding food and energy, often referred to as core inflation, was +2.7% in November 2025, after standing at +2.8% in October 2025. Both rates demonstrate that inflation remained above average in other important product groups.
Service prices registered above-average increase of 3.5% year on year
The prices of services (total) in November 2025 were 3.5% higher than in the same month a year earlier (October 2025: +3.5%). In the period from November 2024 to November 2025, price increases were recorded particularly in the area of passenger rail transport (+11.9%), combined passenger transport (+11.4%) and services of social facilities (+7.6%). Compared with a year earlier, substantial price rises were observed for package holidays (+7.1%), transport insurance activities (+6.9%) and in-patient health services (+6.5%), for example. Other services such as the maintenance and repair of vehicles (+5.2%), water supply and miscellaneous services relating to the dwelling (+3.8%) and catering services in restaurants, cafés and the like (+3.7%) also recorded above-average price increases year on year. Net rents exclusive of heating expenses (+2.1%) continued to be a significant factor contributing to the overall development of prices in November 2025. By contrast, only a few services cost less than in the same month a year earlier, for example telecommunications services (-0.5%).
Goods prices up 1.1% on November 2024
The prices of goods (total) rose 1.1% from November 2024 to November 2025. Non-durable consumer goods were 1.4% more expensive compared with the same month a year earlier. The prices of durable consumer goods were up 0.6%. Aside from the below-average increase in the prices of food (+1.2%), other individual products were markedly more expensive, particularly non-alcoholic beverages (+6.4%, including coffee and the like: +21.1%), second-hand passenger cars (+4.8%) and tobacco products (+3.9%). A moderate price increase was recorded for some goods, such as in the case of household furniture (+0.6%) and clothing (+0.4%). On the other hand, prices were down not only for energy (-0.1) but also for household appliances, information processing equipment, telephones (only in German) and other communication equipment (-2.7% each).
Prices (total) down 0.2% month on month
Compared with October 2025, the consumer price index fell by 0.2% in November 2025. Due to the season, lower prices were registered for air tickets (-14.2%) and package holidays (-11.5%), in particular. The prices of food (total) remained stable (0.0%) month on month, but price increases were observed for fruit (+0.5%) and vegetables (+2.1%), for example. In the run-up to Christmas, customers benefitted from another month-on-month reduction in butter prices (-4.6%), after prices had already fallen by 10.0% in October 2025. Chocolate prices also dropped somewhat (-1.5% on October 2025). The prices of energy (total) increased by 0.6% month on month; heating oil, in particular, became more expensive (+6.8%).
Methodological notes:
In the Euro area, the harmonised index of consumer prices (HICP) is used for the purposes of monetary policy. Apart from the individual purposes they serve, the consumer price index (CPI) and the HICP differ in terms of coverage, methodology and weighting. This explains differences between the CPI and the HICP for Germany. In contrast to the HICP, the CPI also includes household expenditure on owner-occupied housing, games of chance and broadcasting fees. In addition, the HICP product weights are updated annually.
