WIESBADEN – In 2016, the average share of people at risk of poverty or social exclusion amounted to 23.5% in the European Union (EU), while it was 19.7% in Germany. The Federal Statistical Office (Destatis) also reports that, according to results of the EU-SILC (LEBEN IN EUROPA) survey, 16 million people in Germany were affected by poverty or social exclusion.
People are considered to be at risk of poverty or social exclusion if at least one of the following three living conditions applies. Their income is below the at-risk-of-poverty threshold, the household they live in is severely materially deprived or the household has a very low work intensity.
