Development cooperation Official Development Assistance (ODA)

Official Development Assistance (ODA) is defined as those official flows that are awarded
• with the main objective of promoting the economic and social development of developing countries;
• to developing countries or, in exceptional cases, to nationals of developing countries;
• or to international organisations for the benefit of developing countries.

The granting of loans, shares and other financial cooperation instruments is subject to additional financing conditions ("concessionality") in order to ensure that loans are offered at a lower price than on market terms.

For the eligibility as ODA, all of the above conditions must be met.
