Press Employment continued to increase at a slower pace in the 4th quarter of 2016

WIESBADEN – In the fourth quarter of 2016, the number of persons in employment whose place of employment was in Germany amounted to roughly 43.7 million according to provisional calculations of the Federal Statistical Office (Destatis). Compared with the fourth quarter of 2015, the number of persons in employment increased by 267,000 or 0.6%. Thus employment continued to increase in the fourth quarter of 2016, albeit at a slower pace than in the preceding quarters. In the first quarter of 2016, the year-on-year rate of increase was 1.3%, in the second quarter 1.2% and in the third quarter 0.8%. 

Compared with the previous quarter, the number of persons in employment in the fourth quarter of 2016 rose by 99,000 (+0.2%). The increase was smaller by about one third compared with the relevant average growth recorded over the past five years (+158,000 people). After seasonal adjustment, that is, after the elimination of seasonal fluctuations, the relevant number in the fourth quarter of 2016 increased by 50,000 (+0.1%) on the previous quarter. 

In the fourth quarter of 2016, the rise in the total number of persons in employment on the same quarter a year earlier continued to be mainly due to the growth in the service sector. The largest absolute employment gains were recorded for public services, education, health (+172,000 people or +1.6%), followed by business services (+112,000 people or +1.9%) and trade, transport, accommodation and food services (+34,000 people or +0.3%). Compared with a year earlier, the number of persons in employment in the fourth quarter of 2016 was down by 49,000 (–0.6%) in industry (excluding construction), while it was up by 19,000 (+0.8%) in construction. In agriculture, forestry and fishing, the number of persons in employment decreased by 11,000 (–1.8%). 

The number of employees increased by 266,000 (+0.7%) to 39.4 million in the fourth quarter of 2016 from the same quarter of 2015. In the same period, the number of self-employed including family workers increased slightly by 1,000 to remain at 4.3 million. Over a period of more than three years, this was the first time that self-employment did not decline on a year earlier. 

According to first provisional results of the Institute for Employment Research of the Federal Employment Agency, the average number of hours worked per person in employment was down 1.2% to 342.8 hours in the fourth quarter of 2016 compared with the same quarter of 2015. The total number of hours worked, that is, the number of persons in employment multiplied by the hours worked per person in employment, decreased by 0.6% to just under 15.0 billion hours in the same period. 

In addition to calculating first results of the number of persons in employment and the number of hours worked for the fourth quarter of 2016, the results published so far for the first three quarters of 2016 were recalculated. For this purpose, all additional sources of employment statistics that had become available by the time of recalculation were taken into account. The recalculation resulted, at the level of the overall economy, in a year-on-year change rate for the third quarter which is by 0.1 percentage points lower than the result published earlier. The annual result of 43.4 million persons in employment (national concept) and the year-on-year change rate of +1.0%, which were communicated in the press release of 2 January 2017 (No. 01/17), remained unchanged despite the recalculation.
