The two terms refugees and asylum seekers are often mixed up in everyday life, but there is something very essential that distinguishes the two groups: a refugee has already been recognised as a refugee. An asylum seeker is still one step away from this designation. An asylum seeker is a person who has applied for asylum, i.e. admission and protection from persecution, in a foreign country and whose asylum procedure has not yet been completed.
